An FIBC bag RFQ should do more than state a bag size, capacity, and required quantity. It should explain what the bag will contain, how it will be filled and discharged, where it will be used, which risks must be controlled, and what evidence the supplier must provide.

Without this information, different suppliers may quote different fabrics, liners, lifting systems, safety classifications, packing methods, or compliance scopes. The resulting prices may look comparable even though the proposed bags are not.

A well-prepared RFQ gives an FIBC manufacturer enough information to:

  • Understand the product and application

  • Calculate the required volume

  • Select an appropriate construction

  • Match the bag to existing equipment

  • Address leakage, moisture, hygiene, and electrostatic risks

  • Identify applicable testing and documentation

  • Estimate realistic packing and freight quantities

  • Declare deviations instead of making silent assumptions

This guide explains what buyers should include when requesting quotations for standard or custom FIBC bags, and provides a reusable RFQ template at the end.

What Is the Minimum Information Needed for an FIBC Quote?

At minimum, an FIBC bag RFQ should include:

Coating, liner, sift-proof seams, barrier, UV, and contamination-control needs

Safety

Electrostatic environment, dangerous-goods status, food-contact requirements, and other regulated uses

Identification

Printing, label, barcode, document pouch, language, and traceability fields

Quality evidence

Required drawings, test reports, declarations, inspection records, and shipment documents

Packing

Bags per bale or pallet, pallet requirements, container type, and delivery condition

Commercial information

Quantity, annual demand, price tiers, currency, delivery term, destination, and required date

Supplier response

Compliance, deviations, alternatives, exclusions, lead time, validity, and one-time charges

These fields form the minimum framework. The level of detail should increase when the product is hazardous, moisture-sensitive, contamination-sensitive, electrostatically hazardous, unusually dense, abrasive, or difficult to discharge.

Start with the Application, Not a Bag Style

A common RFQ begins with wording such as:

Please quote 1,000 kg PP jumbo bags, 90 × 90 × 120 cm, 160 GSM.

This appears specific, but it does not explain whether the proposed bag can perform in the buyer’s process.

The supplier still does not know:

  • What product will be filled

  • Whether 1,000 kg is the target or maximum payload

  • How the dimensions were selected

  • Whether the product will reach the required weight within that volume

  • Whether it can leak through fabric or seams

  • Whether it absorbs moisture

  • Whether the filling process generates static electricity

  • Whether the bag will be stacked

  • Whether the bag is intended for one filling or repeated use

  • Whether the contents are dangerous goods

  • Whether food-contact controls are required

  • How the bag connects to the filling and discharge equipment

An effective RFQ starts with the required result. Construction details can then be divided into three categories:

  1. Mandatory requirements: Features that must not change because of equipment, safety, approval, or customer requirements.

  2. Preferred requirements: The buyer’s current design or preferred arrangement, for which alternatives may be considered.

  3. Supplier-designed requirements: Details the supplier may propose based on performance, testing, and manufacturing capability.

This approach gives the supplier room to engineer an appropriate bag without allowing important requirements to become optional.

Identify the RFQ and Control Its Revision

Every RFQ should have a unique identity.

Include:

  • Buyer company and contact

  • RFQ number

  • RFQ title

  • Issue date

  • Revision number

  • Quotation deadline

  • Project or customer reference

  • Individual line-item number for each bag

  • List of attached drawings and documents

  • Confidentiality requirements

  • Required language and units

If the RFQ is revised, issue a new revision rather than replacing the original file without notice. Include a short revision history showing what changed.

Ask suppliers to state the RFQ revision used in their quotation. Otherwise, one supplier may quote the original specification while another prices a later version.

If a requirement remains undecided, mark it as TBD, supplier to propose, or quotation option required. Do not leave an empty field that could be interpreted as “not required.”

Describe the Product Being Filled

The product influences nearly every part of an FIBC design. Its identity should therefore be the first technical section of the RFQ.

Product Name and Physical Form

State:

  • Commercial or technical product name

  • Chemical name where relevant

  • Powder, granule, flake, pellet, crystal, or paste

  • Homogeneous material or mixture

  • Whether the product can separate during handling

  • Whether the bag will contain one product or several product grades

If the exact formulation is confidential, provide the properties needed for bag selection. A safety data sheet may be shared under an appropriate confidentiality arrangement.

Do not use descriptions such as “chemical powder,” “food material,” or “mineral” without further information. Products within the same industry can have very different density, flow, abrasion, moisture, and electrostatic characteristics.

Bulk Density

Provide the bulk density in kg/m³ or lb/ft³ and explain how it was measured.

Where relevant, provide:

  • Aerated or loose bulk density

  • Filled bulk density

  • Settled bulk density

  • Expected density range

  • Density after transport or vibration

A single average value may be insufficient when the product changes volume significantly during filling or shipment.

The approximate product volume can be calculated as:

Product volume = net fill weight ÷ bulk density

For example, 1,000 kg of material at 650 kg/m³ requires approximately:

1,000 ÷ 650 = 1.54 m³

This is the volume occupied by the product under the stated density condition. The selected bag may need additional space for filling profile, headspace, aeration, closure, settlement, and safe handling.

Particle and Flow Characteristics

Include relevant information about:

  • Particle-size range

  • Percentage of very fine particles

  • Shape of particles

  • Dustiness

  • Abrasiveness

  • Sharp or angular particles

  • Flowability

  • Angle of repose

  • Bridging or rat-holing tendency

  • Tendency to compact

  • Tendency to cake or form lumps

  • Adhesion to plastic surfaces

  • Presence of oils or other process residues

These properties affect fabric selection, seam treatment, liner design, outlet size, reinforcement, and discharge performance.

A supplier cannot evaluate sift-proofing from bulk density alone. Fine powder can escape through sewing holes or fabric interstices even when the bag is mechanically strong.

Product Sensitivity

State whether the product is sensitive to:

  • Moisture

  • Oxygen

  • Light

  • Odor transfer

  • Contamination

  • Microbial exposure

  • Metal particles

  • Foreign material

  • Temperature

  • Static electricity

  • Loss of volatile components

Describe the required outcome rather than using an undefined term such as “moisture-proof.” For example, explain the storage duration, climatic exposure, acceptable moisture gain, and whether an inner liner or higher-barrier material has already been validated.

Filling Temperature and Chemical Compatibility

State:

  • Product temperature at filling

  • Maximum expected temperature

  • Whether the product cools inside the bag

  • Ambient operating-temperature range

  • Cleaning or sterilization exposure, if applicable

  • Known compatibility concerns with polypropylene, polyethylene, coatings, inks, thread, or additives

A bag qualified for an ambient-temperature powder should not automatically be assumed suitable for a warm, chemically aggressive, or solvent-contaminated product.

Define the Payload, SWL, and Intended Use

The RFQ should distinguish the normal target weight from the maximum load the bag may contain.

Provide:

  • Target net fill weight

  • Minimum acceptable fill weight

  • Maximum possible fill weight

  • Filling-system tolerance

  • Required Safe Working Load

  • Whether gross or net weights are being used

  • Single-trip or reusable service

  • Required safety factor

  • Expected number and type of handling stages

For example:

  • Target fill weight: 975 kg

  • Filling tolerance: ±15 kg

  • Maximum possible net weight: 990 kg

  • Required SWL: 1,000 kg

  • Service: Single-trip

  • Safety factor: 5:1

The filling process must remain within the marked SWL. The safety factor must not be used as an allowance for overfilling.

Under ISO 21898:2024 for non-dangerous goods, a 5:1 FIBC is a single-trip bag intended for one filling. A 6:1 bag is a standard-duty reusable FIBC intended for a controlled, limited number of fillings and discharges. Dangerous-goods approval is a separate requirement.

If reuse is planned, explain:

  • Intended contents during every use

  • Expected return route

  • Inspection responsibility

  • Cleaning method

  • Traceability system

  • Rejection criteria

  • Storage between uses

  • Maximum planned service period

Writing only “reusable bag required” does not provide enough information to determine whether a controlled reuse system is practical.

Provide Dimensions and Space Constraints

An RFQ can either specify the finished bag dimensions or provide the constraints from which the supplier should propose them.

Bag Dimensions

State:

  • Body width

  • Body length or depth

  • Body height

  • Overall height where critical

  • Required tolerance for each critical dimension

  • Whether dimensions are internal, external, finished, or laid flat

  • Whether the dimensions include the top, bottom, or lifting loops

  • Designed filling height

  • Required filled footprint

Use one unit system consistently. If both metric and imperial units appear, identify which is controlling.

Pallet and Load-Unit Requirements

Provide:

  • Pallet length and width

  • Maximum filled overhang

  • Maximum filled height

  • Bags per pallet

  • Pallet material and rating

  • Stretch wrapping or securing method

  • Whether the bag must remain within a pallet footprint

  • Maximum gross pallet weight

  • Rack, floor, or warehouse constraints

A bag can match its empty dimensions yet bulge beyond the pallet after filling. If a square filled profile is necessary for space utilization or stability, specify the required filled footprint and loading objective rather than requesting a baffle construction without explanation.

Container and Vehicle Constraints

State:

  • Container or truck type

  • Internal height restrictions

  • Door-opening restrictions

  • Required bags per container or vehicle

  • Maximum permitted gross mass

  • Loading orientation

  • Palletized or floor-loaded shipment

  • Required stacking arrangement

  • Unloading equipment at destination

The supplier should not guarantee a container quantity from nominal empty-bag dimensions alone. Filled shape, packing arrangement, product settlement, pallet height, legal weight limits, and loading trials may all affect the actual quantity.

Explain the Filling Process

The top of the bag must fit the filling process, not simply match a standard catalog option.

Include:

  • Type of filling machine

  • Drawing or photograph of the filling head

  • Filling-head outside diameter

  • Clamping method

  • Available vertical clearance

  • Filling rate

  • Air entrainment or aeration

  • Dust-extraction connection

  • Weighing method

  • Product temperature

  • Operator access

  • Whether the bag is supported or inflated before filling

  • Required closure method

Possible top constructions include:

  • Open top

  • Full duffle or skirt top

  • Filling spout

  • Conical top

  • Top flap

  • Specialized closed-filling connection

When a filling spout is required, specify:

  • Spout diameter or circumference

  • Spout length

  • Required tolerance

  • Coated or uncoated fabric

  • Closure tie or cord

  • Dust-control requirement

  • How the dimension is measured

  • Required connection to the filling head

A statement such as “standard filling spout” can lead to poor clamping, dust release, slow changeover, or operator modification at the filling line.

Explain the Discharge Process

The RFQ should describe how the contents will leave the bag.

Include:

  • Gravity discharge, controlled discharge, or destructive opening

  • Discharge equipment

  • Outlet connection dimensions

  • Required discharge rate

  • Acceptable residual product

  • Dust-containment requirement

  • Flow-aid equipment

  • Access available to the operator

  • Need to stop and restart flow

  • Whether the bag will be reused

  • Cleaning or contamination concerns

  • Whether the liner must discharge with the product or remain secured

Possible bottom designs include:

  • Flat bottom

  • Plain discharge spout

  • Spout with flap

  • Spout with petal closure

  • Spout with star closure

  • Conical bottom

  • Full-open bottom

  • Specialized controlled-discharge design

For a discharge spout, state:

  • Diameter

  • Length

  • Closure type

  • Number and position of ties

  • Required protective flap

  • Equipment interface

  • Required tolerance

Product flow information is essential. A narrow outlet may be satisfactory for free-flowing pellets but unsuitable for cohesive powders. Increasing the outlet diameter may not solve bridging if the bag, liner, support frame, and discharge equipment are not considered together.

Describe the Handling and Lifting System

State every planned handling method from filling through final discharge.

Include:

  • Forklift

  • Crane

  • Hoist

  • Single-point lift

  • Stevedore handling

  • Pallet movement

  • Suspended discharge frame

  • Manual positioning of empty bags

For forklift handling, provide:

  • Fork-tine length

  • Fork-tine width and thickness

  • Distance between tines

  • Maximum lifting height

  • Available overhead clearance

  • Whether the operator can access all four loops

  • Any automatic loop-engagement requirement

For the bag, specify or request a proposal for:

  • Number of lifting loops

  • Cross-corner or side-seam arrangement

  • Loop material

  • Free loop height

  • Loop width

  • Loop color

  • Stevedore straps

  • Protective sleeves

  • Reinforcement

  • Required lifting configuration

If the bag must be lifted by one or two points, say so explicitly. A standard four-loop bag should not be treated as a single-point lifting bag merely because a site prefers faster handling.

The supplier should also know whether the filled bag will be repeatedly lifted during one filling cycle. Multiple handling stages do not make a single-trip bag reusable, but they can affect the operational review and trial plan.

State the Required Body Construction and Fabric Performance

If the buyer has an approved design, list its construction as a controlled requirement. If not, describe the required performance and allow the supplier to propose a suitable structure.

Possible constructions include:

  • U-panel

  • Four-panel

  • Circular or tubular

  • Baffle or Q-bag

  • Single-loop or two-loop

  • Specialized form-stable construction

Relevant fabric information may include:

  • Woven polypropylene material

  • Virgin or permitted recycled content

  • Fabric weight

  • Coated or uncoated fabric

  • Coating weight

  • Fabric color

  • UV stabilization

  • Tensile and elongation requirements

  • Weave or tape requirements

  • Conductive or dissipative components

  • Required product-contact material

GSM should not be used as the only indicator of performance. The complete bag includes the body fabric, loops, reinforcement, thread, seams, coating, liner, dimensions, and manufacturing controls.

If suppliers may optimize the construction, write:

Supplier may propose fabric weight and construction, provided the complete FIBC meets the specified SWL, service category, dimensions, application requirements, and test evidence. All proposed values and deviations must be stated.

This is clearer than copying a GSM value from an old bag whose original design basis is unknown.

Define Leakage and Sift-Proofing Requirements

For powders and small particles, describe the required level of containment.

Include:

  • Particle-size distribution

  • Percentage of fines

  • Dustiness

  • Acceptable product loss

  • Cleanliness requirements for the container or warehouse

  • Whether external dust contamination is acceptable

  • Filling and discharge pressure conditions

  • Need for coated fabric

  • Need for sift-resistant seams

  • Need for filler cord, felt, tape, or other seam treatment

  • Need for a liner

  • Required validation method

Avoid relying on phrases such as “dust-proof” or “leak-proof” without defining the test condition. A sewn woven bag contains needle holes and construction joints. Performance should be evaluated using the actual or representative product under realistic filling, handling, and discharge conditions.

If zero visible residue outside the bag is a critical acceptance criterion, state where and how it will be inspected during a trial.

Fully Specify the FIBC Liner

“PE liner included” is not a complete liner specification.

The RFQ should explain why the liner is required:

  • Moisture protection

  • Oxygen protection

  • Product containment

  • Contamination control

  • Chemical compatibility

  • Odor control

  • Electrostatic performance

  • Clean discharge

  • High-purity application

  • Barrier protection during a defined shelf life

Then define or request a proposal for:

  • Liner material

  • Film structure

  • Thickness and tolerance

  • Color

  • Tubular, form-fit, baffle, or shaped design

  • Loose, glued, tabbed, sewn, or otherwise attached

  • Top and bottom configuration

  • Filling and discharge connections

  • Perforated or non-perforated construction

  • Sealing method

  • Food-contact status where applicable

  • Electrostatic classification or compatibility where applicable

  • Required oxygen or water-vapor barrier performance

  • Dimensional fit

  • Prevention of liner collapse, tearing, or discharge blockage

  • Traceability and inspection

The liner must be evaluated as part of the complete system. A conductive or dissipative outer bag can be compromised by an incompatible liner, label, or document pouch. A very loose liner may also interfere with discharge even if its film provides the required barrier.

Address Electrostatic Hazards Separately

The RFQ should not ask for Type A, B, C, or D solely on the basis of the product name.

Provide the available process-safety information, including:

  • Whether the product can form a combustible dust cloud

  • Minimum ignition energy, if known

  • Whether flammable gases or vapors may be present

  • Presence of flammable solvents

  • Internal and external atmosphere

  • Hazardous-area classification

  • Filling and discharge rate

  • Earthing availability

  • Grounding verification process

  • Process temperature and humidity

  • Liner requirements

  • Other components placed inside or on the bag

  • Applicable plant or customer safety assessment

The buyer’s qualified safety team should determine the required electrostatic control approach. The supplier should then confirm that the complete bag, liner, label, document pouch, and conductive components are compatible with that requirement.

For Type C FIBCs, the RFQ should define the grounding connection and site grounding procedure. For any electrostatic classification, request applicable test evidence for the quoted construction rather than accepting a generic statement in a catalog.

Mechanical safety factor and electrostatic classification are separate. A 6:1 bag is not automatically electrostatically safe.

Identify Dangerous-Goods Requirements

If the contents are regulated as dangerous goods, the RFQ must provide more than the phrase “UN bag required.”

Include, as applicable:

  • UN number

  • Proper shipping name

  • Hazard class and subsidiary risk

  • Packing group

  • Physical form

  • Maximum net quantity

  • Applicable packing instruction

  • Required flexible IBC code

  • Transport modes

  • Origin, destination, and transit jurisdictions

  • Special provisions

  • Competent-authority requirements

  • Required UN marking

  • Required design-type test evidence

  • Required manufacturing and inspection records

The supplier must evaluate the requested bag against the exact dangerous-goods classification and transport route. A commercially rated 6:1 bag is not automatically approved for dangerous goods.

Buyers requesting UN-certified FIBCs should require the supplier to identify the approved design type, manufacturing site, maximum permissible load, packing-group suitability, test reference, and completed marking.

If the classification is still being confirmed, state that the quotation is preliminary and cannot be approved for dangerous-goods use until the regulatory information is complete.

Define Food, Pharmaceutical, and Hygiene Requirements

“Food grade” can mean different things to different suppliers. The RFQ should identify the required materials, manufacturing environment, hygiene controls, and evidence.

Include:

  • Direct or indirect food contact

  • Product-contact surfaces

  • Destination market

  • Applicable buyer or customer specification

  • Required food-contact declarations

  • Migration or composition evidence

  • Virgin-material requirements

  • Additive, ink, thread, and liner restrictions

  • Cleanliness level

  • Cleanroom or controlled-environment requirement

  • Pest-control expectations

  • Foreign-material control

  • Metal-detection requirement

  • Air cleaning or vacuum cleaning

  • Light-table inspection

  • Personnel-hygiene controls

  • Allergen-control requirements

  • Odor requirements

  • Microbiological limits, where justified

  • Lot traceability

  • Packaging used to protect empty bags

  • Required audit or management-system certification

Do not assume that a facility certificate alone confirms that every material in the quoted bag meets the buyer’s product-contact requirements. Ask for evidence that applies to the body fabric, coating, liner, thread, ink, ties, labels, and other relevant components.

Pharmaceutical applications may also require controlled change notification, approved suppliers, defined contamination controls, retained records, and customer audit rights. These requirements should be written into the RFQ rather than discussed after the price has been accepted.

State UV, Storage, and Environmental Conditions

Explain what the empty and filled bags will experience.

Include:

  • Indoor or outdoor storage

  • Expected outdoor exposure

  • Geographic or climatic conditions

  • Temperature range

  • Relative humidity

  • Direct sunlight

  • Rain or standing water exposure

  • Storage duration

  • Transport duration

  • Stacking duration

  • Contact with soil, pallets, or rough surfaces

  • Required shelf-life conditions for empty bags

  • Required UV stabilization or test evidence

  • Restrictions on recycled content or disposal

  • Sustainability reporting requirements

An FIBC should not be described as “weatherproof” without defining the expected exposure. Coated fabric and a liner may improve resistance, but seams, closures, condensation, and prolonged outdoor storage still require consideration.

If outdoor storage cannot be avoided, ask the supplier to state the protection limits and required storage instructions.

Define Stacking and Stability Requirements

Safety factor does not determine stack height. The RFQ must state stacking separately.

Include:

  • Whether stacking is permitted

  • Filled bags in each stack

  • Palletized or non-palletized stacking

  • Storage duration

  • Warehouse floor condition

  • Product settlement

  • Required filled footprint

  • Maximum stack height

  • Dynamic transport stacking, if applicable

  • Required compression or stacking evidence

  • Whether the bags must be self-supporting after filling

  • Whether a baffle design is being considered

Do not request “six-high stacking” merely because a bag has a 6:1 safety factor. Filled stability, compression performance, product behavior, pallet condition, and handling method must be evaluated independently.

Where container utilization is important, request a filling and loading trial using the intended product or a representative material. A baffle bag may improve the filled shape, but the benefit depends on product flow, fill height, bag dimensions, and loading arrangement.

Specify Printing, Labels, and Accessories

Provide controlled artwork or a clear printing schedule.

State:

  • Number of printed panels

  • Number of colors

  • Print dimensions and position

  • Ink restrictions

  • Artwork file format

  • Required proof and approval process

  • Product name

  • Product code

  • Net and gross weight fields

  • Lot or batch field

  • Manufacturing date

  • Handling instructions

  • Warning statements

  • Country of origin

  • Customer or regulatory marks

  • Barcode or QR code

  • Required languages

  • Label material and size

  • Label position

  • Document pouch size and location

  • Durability and legibility requirements

Also list accessories such as:

  • Document pouch

  • Colored loops

  • Closure ties

  • Grounding tabs

  • Protective flaps

  • Lift-loop sleeves

  • Pallet

  • Dust cover

  • Outer protective wrapping

The approved artwork should have its own file name and revision. Avoid sending label text only through email or messaging applications without connecting it to the controlled RFQ.

List Required Tests and Documents

The RFQ should identify what evidence must be reviewed before ordering and what must accompany each shipment.

Pre-Order Documents

Possible requirements include:

  • Technical drawing

  • Complete specification sheet

  • Compliance matrix

  • Material data

  • Type-test report

  • Cyclic top-lift test evidence

  • Compression or stacking test evidence

  • Electrostatic test report

  • UN design-type approval and test evidence

  • Food-contact declarations

  • Management-system certificates

  • Manufacturing-site information

  • Sample inspection report

  • Proposed label artwork

  • Deviations and exclusions

Production and Shipment Documents

Possible requirements include:

  • Certificate of conformity

  • Certificate of analysis where applicable

  • Lot inspection report

  • Dimensional inspection

  • Fabric and loop test results

  • Traceability records

  • Metal-detection or cleanliness records

  • Packing list

  • Container-loading photographs

  • Country-of-origin document

  • Shipment sample or retained sample

  • Approved deviation record

For every requested document, state:

  • Whether it is required with the quotation, sample, order, or shipment

  • Whether a generic certificate is acceptable

  • Whether it must identify the manufacturing site

  • Whether it must reference the bag drawing and revision

  • Required language

  • Required retention period

A test report is useful only when it can be connected to the quoted construction. SWL and safety-factor values alone do not prove that the report covers the proposed dimensions, fabric, loops, seams, liner, and production site.

Define Sampling, Trials, and Approval

The RFQ should explain how the proposed bag will be approved.

Possible stages include:

  1. Supplier drawing review

  2. Material-document review

  3. Unprinted prototype

  4. Printed pre-production sample

  5. Filling trial

  6. Lifting and handling trial

  7. Discharge trial

  8. Pallet or container-loading trial

  9. Laboratory or compliance review

  10. Pilot production order

  11. Final specification release

State:

  • Number of samples required

  • Whether samples are free or chargeable

  • Who pays freight and testing

  • Product used for the trial

  • Acceptance criteria

  • Required trial data

  • Approval authority

  • Retained master-sample requirements

  • Whether mass production may begin before written approval

  • How changes after approval will be controlled

“Same as sample” should not replace a drawing and written specification. Samples may age, become damaged, or contain features that cannot be measured reliably. If an existing bag is supplied as a reference, give it a sample ID and explain which characteristics must be duplicated.
